An IPP sentenced prisoner who has now served nearly 3 times his minimum term brought a judicial review against the Parole Board’s decision to refuse to release him or recommend open conditions. On 22 January 2019 Mr Justice Holman found that the Parole Board’s decision was not reliable or fair and quashed the decision.
